Of course, getting well ahead in tech with Democracy and building a large purse to subvert the world is another good and very common ruse. And of course it gets better as you go on. Yet you'll be bringing in the gold and have a new tech every 3 turns well before the year 1000 if you choose to stay in Communism. No need to waste money on luxuries, or spend money on anything more happiness making than temples, with 3 units quelling 6 people. I often change straight from Monarchy to Communism and build a massive city base. It's a great government for world conquest. It all depends what you're trying to achieve at any particular point in the game, and it depends on the context: AI or multiplayer, how many civs, size of map, etc. The question 'Which is the best government?' is misleading in itself.
